Doctrine Commission:

Is the theological organ of the Conference, as a “consultative body instituted to aid the Episcopal Conference itself and the individual bishops in their solicitude for the correct teaching of the faith”. It promotes communication of the teaching of the faith, the writing of theological books, establishment of good relations with theologians in seminaries and universities, monitors the doctrinal health of theological publications (censorship) and collaborates with other commissions of the Episcopal Conference.

HIV/AIDS Focal Point

HIV/AIDS has been a natural tragedy since 1981when the first diagnosis was done. Since then the government has taken strides to prevent and control the epidemic and mitigate its advances effects. Various bodies/institutions have been involved in various national, institutional and local interventions, the Catholic Church inclusive.
 
The Roman Catholic Church in Uganda through her network of health facilities and other community rooted structures, has been at the forefront of providing HIV/AIDS prevention, care and treatment services especially to the most vulnerable people in need. The interventions of the Church in Uganda in the fight against HIV/AIDS are at different levels starting from the Small Christian Communities, parishes, dioceses and the national level at the Uganda Catholic Secretariat. These activities are implemented to serve people who are infected and/or affected by the HIV/AIDS scourge in the spirit of imitating Christ’s healing mission.

In the year 2000, the Uganda Episcopal Conference took a landmark decision of establishing an HIV/AIDS Focal Point (FP), a Unit that helps the Bishops to coordinate the Roman Catholic Church’s response to the multifaceted HIV/AIDS epidemic in Uganda. Previously, a desk had been instituted in the Uganda Catholic Medical Bureau (UCMB), at the time when HIV/AIDS was perceived of as a purely health/medical problem. In their plenary meeting of June 2007, the Bishops took yet another decision to elevate the HIV/AIDS Focal Point to a fully fledged Commission of the Uganda Episcopal Conference. With such a complex web of partners, the role of the National HIV/AIDS office of the Church in Uganda is largely to ensure that all the different actors are working in a coordinated manner towards the attainment of the common objectives and driven by the similar motivation of imitating Christ’s healing mission.

Mandate
The mandate of the HIV/AIDS Focal Point is to coordinate the Catholic Church’s response to the multifaceted HIV/AIDS epidemic in Uganda.

Mission
The HIV/AIDS Focal Point exists to promote Christ centred community and institutional initiatives that contribute to the prevention of HIV/AIDS and holistic care and support for people infected and affected by HIV/AIDS.

Functions of the HIV/AIDS Focal Point

  • Catalyzing multi-sectoral planning for HIV/AIDS in the RCC.
  • Spearheading resource mobilization for HIV/AIDS activities in the RCC.
  • Strengthening the capacity of the RCC to respond to the HIV/AIDS epidemic.
  • Spearheading efforts to document responses of the RCC to HIV/AIDS.
  • Enhancing HIV/AIDS related communication and advocacy in the Church.
  • Enhancing proper coordination of the Church response at national land diocesan levels.
  • HIV/AIDS related policy review and development

From the mandate given to the HIV/AIDS Focal Point, it is evident that it was conceived as a point of service for the Bishops and other co-workers in they HIV/AIDS ministry. It is a kind of service that though de linked from the actual service delivery level, is very critical in enhancing and promoting what the peripheral level is engaged in. It is more of catalytic role to expand the response of the Church through which the Focal Point supports the dioceses and other actors and ensuring the visibility of the Church within the national response.

Key activities of the Focal Point include:

  • Facilitating development of multi-dimensional plans and mobilization of resources to address HIV/AIDS issues in the RCC.
  • Facilitate HIV/AIDS training.
  • Partnership building and networking with other organizations and partners of interest to and likely to propel the Church’s HIV/AIDS ministry.
  • Collect and disseminate data on HIV/AIDS.
  • Fostering inter departmental HIV/AIDS related partnerships at the Uganda Catholic Secretariat and in the dioceses so as to optimally utilize the Church’s structures in the fight against the epidemic.
  • Advocacy and lobbying for favorable policies in the management of the national response to HIV/AIDS in addition to raising the visibility of the Church’s HIV/AIDS work.
  • Documentation of the HIV/AIDS work of the Church in Uganda.
  • Monitor and share periodical reports on HIV/AIDS in order to update the UCS, dioceses and parishes on recent developments regarding HIV/AIDS prevention, education, funding potential and research.
  • Representation of the Bishops and the Uganda Catholic Secretariat in different HIV/AIDS coordination forums.
  • Resource mobilization to support and sustain the service delivered by the Church to people infected and affected by HIV/AIDS

Linkage with dioceses
In each of the 19 Catholic dioceses in Uganda, the Bishop ordinary has set up a diocesan HIV/AIDS Focal Point. The purpose is to coordinate the church’s response in the diocese and link with other stakeholders, including the Uganda Catholic Secretariat.

Governance and Episcopal oversight of the HIV/AIDS Commission
The HIV/AIDS Focal Point is the technical arm of the HIV/AIDS Commission of the Uganda Episcopal Conference, whose main duty is to strengthen the coordination of the Catholic Church’s HIV/AIDS activities in Uganda. It is expected to provide technical oversight to the HIV/AIDS program of the UCS in addition to supervising the HIV/AIDS FP.

Like other Commissions of the Episcopal Conference, HIV/AIDS Commission is chaired by a bishop, that is, the Rt. Rev. Joseph Mugenyi Sabiiti, Auxiliary Bishop of Fort Portal diocese. He is assisted by Rt. Rev. Barnabas Halem’Imana, Bishop Emeritus of Kabale diocese and Chairman of Uganda AIDS Commission. The Commission is responsible for the overall technical oversight of all the work done by the Focal Point in accordance with the statutes of the UEC.
